Ms. Cynthia Black was born and raised in Cumberland County. She graduated from South View High School, enlisted in the US Army, graduated from Fayetteville State University and received her law degree from Campbell University in 1995. She has worked briefly with a private firm, spent a couple of years in the District Attorney’s Office, and have been employed with the Public Defender’s Office since 2001. Ms. Black was appointed Chief Public Defender in 2020.

Mr. Antonio Gardner is a graduate of Liberty University with MA in human service counseling with a concentration in Executive Leadership. He is currently enrolled at Liberty University in the Marriage and Family Therapy program pursuing licensure. He has worked in the human services field for 28 years in various roles to include: working with individuals with intellectual developmental disabilities, correctional facilities, state group homes with at risk youth, JCPC grant funded programs and he has also worked as the Community Relations Liaison for two local Multi-Systemic Therapy (MST) agencies. Antonio also worked as a Team Lead with the Hope 4 NC Program after Hurricane Florence. He currently serves as a Juvenile Court Counselor for the North Carolina Department of Public Safety. He has served on The Human Relations Commission, Find-A-Friend Advisory Board, North Carolina State Case Management Conference Committee, Executive Board for the Continuum of Care on Homelessness (COC), the Re-entry Council for the Department of Juvenile Justice and he currently serves on the Executive Board for the Fayetteville/Cumberland Re-entry Council.
Antonio has been a community activist providing a voice for marginalized and underprivileged youth and adults in the community for over 15 years. He has traveled across the state of North Carolina speaking to youth and adults in Youth Development Facilities, at Annual North Carolina Teen Fest Conference for 3 years in a row and he has spoken on youth education, and leadership, gun violence prevention, and other topics at various community outreach events.
Antonio is married to Terrasine Gardner, has two daughters: Brenicia McNeill and Diamari Gardner and one granddaughter Jaliyah Gardner.
